Hi my friend have lost her ssn card and she even dont know her number..so how to complaint without nowing ssn?

hi my friend have lost her ssn letter and she even dont know her num to complain..so how to know her ssn...? is there any way to complain to get a existing num or new number?please can someone give number or email address to complain?
