Why does this guy do this?

there is this guy i sit behind him in band cl. He is super loud all the time and never stops talking. He laughs in cl and it is very loud. He giggles with his friend loud. He is like the popular guy who has the friends and girlfriends in cl, but I turn around and tell him to shut up. He gets mad and pushes up his stand so he cant see my face. He also gets mad when i ask his friend to tell him to shut up. If i am around him he tries to start stuff with me ( we argue all the time). I remember on time for some unknown reason i was wearing a coat and he put ice water in my hood and walked away. Everyone around him ( his friends) knows he always rude to me. He is rude to me and curse at me. He also think i have imagery friend and also said " i bet you don't have a boyfriend". But we have a strong dislike for each other, and i don't know why.
