Neon tetra keeps dying is this problem?

Neons are very sensitive to changes in the water. In fact most tetras are. What you need to do is keep your water clean, makes sure your tank is cycled, make sure all the parameter (nitrates, ammonia, ph, hardness, etc) are within tolerable ranges. Also look at your fish to see if they have any warning signs of disease.
