My town was hit by tornado and Governor called state of ememrgemcy then next thing you no NAtl. guard comes..?

along with police from out of city and out of state along with state troopers. I just wonder if they could make arrest as if they were here in my city even though they are from out of town?? Or do they have to call in my city cops to make arrest?? What about the natl guard can they arrest people too? My friend has history of "Mouthing off" Law enforcement people so i wonder what kind of trouble he could get in for telling Natl guard "You're not my police i don't have to do what you say" Thanks
