Is my 4month old teething?

My little girl is nearly 4months old, and has 2 white dots on her bottom gum and one above. She is constantly drooling, and always has her hand in her mouth. Also when i BF her she clamps her gums on me and tugs away lol which is quite painfull!! She's never had a dummy (pacifier) but do u think if she is teething i should give her one to soothe her (my MIL lectures me all the time about not letting her have one) or is she too young to be teething?? Any advice from mommys would be greatly appreciated and thanks in advance!
