I would say kowloon hong kong. it's so busy there that there's always people walking down the street no matter what time of day or night, so its very unlikely to be hurt or have crime there. Even girls can go out alone and not have to worry about being d or attacked. The only place you need to be careful is in the staircases of apartment buildings. Apartment buildings can go up to 30 or 40 floors there, so most people take the elevator. Hence, creeps hanging out in the staircases.
